To Scream or not to Scream: The Personal Politic of Plugged Ears

I live in a neighborhood rife with transient adolescents and teens. Middle schoolers and high schoolers stomp down my cross street from the subway stop to their classrooms wailing and wilding every morning. Often times, they emit shrill bone-chilling screams that used to drive me to my window, worried, poised to notify the local precinct. Most often, the kids are just horsing around. While their safety is a relief, I am concerned with how all these children hollering wolf could numb me to the real fangs would they be one day flashed.
From Kitty Genovese's murder to the recent Philadelphia rape case, there have been incidents of people hearing or witnessing crimes being committed against someone and doing nothing. This tendency is exacerbated for women of all races, people of color of any gender and those beloved both/ands. Look no further to how little sympathy our abduction's garner. So what will come of this national callous? Will it be filed down or flaunted stubbornly like that of a Bass player?
